The Lagos State Government has reintroduced an Amnesty on Planning Permits for existing buildings without official approval, giving property owners a 61-day window to regularize their structures without paying penalties.
According to a statement released by the Lagos State Ministry of Physical Planning and Urban Development through the government’s official X (formerly Twitter) account, the amnesty period will run from November 1 to December 31, 2025.
The initiative aims to encourage property owners to comply with the state’s planning regulations by providing a temporary waiver on the usual penalties associated with building without approval.
“Within the Amnesty period of 61 days, starting from November 1 to December 31, 2025, owners of such buildings will be able to obtain a Planning Permit without paying the stipulated penalty,” the statement read.
To qualify for the amnesty, applicants must submit key documents including a title document or proof of ownership, a survey plan, a non-destructive integrity test report, a letter of structural stability and indemnity, and a land use planning analysis report. They must also provide evidence of tax compliance, as well as structural, electrical, and mechanical drawings where applicable.
Applications are to be submitted at the Lagos State Physical Planning Permit Authority (LASPPPA) district offices across the 57 Local Government Areas and Local Council Development Areas, or at the Electronic Planning Permit (EPP) office at the LASPPPA headquarters, Oba Akinjobi Way, GRA, Ikeja.
The Ministry emphasized that obtaining a planning permit remains a critical requirement for all building projects in Lagos, as it ensures structures are built safely, sustainably, and in line with the state’s urban development standards.
This is not the first time the government is offering such a window. In May 2024, Lagos launched a similar three-month amnesty programme, which allowed property owners to obtain or perfect their planning permits without paying penalties between May 2 and July 30, 2024.
Through this renewed amnesty, the state government aims to promote safer construction practices, prevent building collapses, and foster a more orderly urban environment across Lagos.
