The Lagos State Government has reintroduced its Planning Permit Amnesty Programme following renewed appeals from property owners who missed out on similar opportunities in the past year. The initiative aims to help owners of existing but unapproved buildings regularise their properties without paying the usual statutory penalties.
Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide, announced the development in Alausa, Lagos, explaining that Governor Babajide Sanwo-Olu approved the reintroduction in response to public demand.
“Governor Sanwo-Olu, in response to people’s yearnings, has approved the reintroduction of the programme for the third time during his stewardship in Lagos to allow owners of existing but unapproved buildings to regularise their buildings without paying the statutory penal fees that go with erecting buildings without permits,” Olumide said.
He added that the current amnesty window would run for 61 days, from November 1 to December 31, 2025, and urged property owners and developers to seize the opportunity to obtain valid approvals.
The commissioner explained that the programme offers property owners the chance to avoid future legal complications, enforcement actions, and penalties that often arise from unapproved developments.
He listed the required documents for processing the Planning Permit, including a Title Document or Proof of Ownership, Survey Plan, Architectural Drawings (As-Built), and Structural, Electrical, and Mechanical Drawings where applicable. Others include a Non-Destructive Integrity Test Report, Letter of Structural Stability and Indemnity, Land Use Planning Analysis Report, Evidence of Tax Compliance, and other supporting documents as required.
Olumide stressed that all applications under the Amnesty Programme would be processed strictly in accordance with the state’s Town Planning Regulations, adding that only buildings meeting minimum safety and design standards would receive approval.
“The Lagos State Government is committed to promoting orderly, safe, and sustainable physical development in line with its vision of a Greater Lagos,” he said.
He advised interested applicants to submit their documents either at any Lagos State Physical Planning Permit Authority (LASPPPA) District Office across the 57 LGAs and LCDAs or through the Electronic Planning Permit Office at LASPPPA Headquarters, Oba Akinjobi Way, GRA, Ikeja.
The reintroduced amnesty initiative underscores the state government’s commitment to urban regularisation and sustainable development while providing much-needed relief to thousands of property owners seeking compliance.
