The Katsina State Government has signed a Memorandum of Understanding with COSMOS Residential City Nigeria Limited for the delivery of 3,750 housing units under a ₦155 billion agro-residential development designed to boost mass housing, youth employment, food security, and inclusive economic growth.
Governor Dikko Umaru Radda described the agreement as a major milestone in the state’s development agenda while speaking at the MOU signing ceremony. He said the project would deliver 2,500 housing units in Kankia Local Government Area and 1,250 units in Radda Local Government Area, combining modern housing with sustainable agricultural production.
According to the Governor, the partnership reflects careful planning, due diligence, and mutual trust between the state government and COSMOS Residential City Nigeria Limited. He assured that the Katsina State Government would honour all obligations under the agreement to ensure long-term value for residents.
The project, expected to be completed within 16 months to two years, adopts an innovative agro-residential model that integrates backyard fish farming and vegetable gardens into every housing unit. Governor Radda said the initiative would create sustainable livelihoods for beneficiaries while strengthening local and export-oriented food production.
He disclosed that the state government has allocated land for the project in Kankia and Radda and will identify unemployed youths and low-income households as beneficiaries. The programme will also accommodate individuals without formal Western education but who possess practical farming and vocational skills.
Under the scheme, beneficiaries will receive fully completed and furnished houses, alongside training in modern farming techniques, digital farm monitoring, and access to international markets. Governor Radda noted that participating households are expected to earn up to ₦200,000 monthly, with a compulsory savings component of between ₦50,000 and ₦70,000 to gradually offset investors’ costs. Ownership of the houses and farms is expected to transfer to beneficiaries within three to five years.
The Governor added that the project site has already been handed over to COSMOS Residential City Nigeria Limited, with the company committing to mobilise to site within 10 days for the immediate commencement of construction.
Earlier, the Head of Service, Alhaji Falalu Bawale, said the project would deliver 3,750 agro-housing units with a strong focus on youth empowerment, skills acquisition, food security, and community development.
The Managing Director of COSMOS Residential City Nigeria Limited, Murtala Sani Ibrahim, said the project is being implemented in partnership with SuperEye USA Corporation. He assured that local contractors, artisans, and suppliers in Kankia and Radda would be given priority, creating direct opportunities for small businesses and skilled workers within host communities.
Ibrahim added that the project’s second phase would extend to Katsina, Daura, and Funtua, calling on stakeholders to support its successful implementation.
The signing ceremony was attended by the Chief of Staff to the Governor, Alhaji Abdulkadir Mamman Nasir; the Commissioner for Justice, Barrister Fadila Mohammed Dikko; the Managing Director of Housing Authority Katsina, Dr. Aliyu Rabi’u Kurfi; the Executive Secretary of KTDMB, Dr. Mustapha Shehu; the General Manager of KASAMA, Dr. Aminu; two Permanent Secretaries from Government House; and members of COSMOS Residential City Nigeria Limited’s management.
