Lagos Govt Announces Commencement Dates for Seven New Laws

Lagos State Government has announced the official commencement dates for seven recently enacted laws signed by Governor Babajide Olusola Sanwo-Olu, aimed at bolstering public safety, governance, and institutional development across the state.

The announcement was contained in a statement issued by the Ministry of Justice and signed by the Director of Public Affairs, Mrs Grace Alo.

According to the ministry, the laws, passed by the Lagos State House of Assembly and assented to by the Governor, have been accompanied by Commencement Orders in line with statutory requirements.

Of the seven laws, five took effect on February 19, 2025, while the remaining two will come into force on August 4, 2025.

The government explained that the staggered implementation is designed to allow sufficient time for public sensitisation, institutional readiness, and deployment of necessary infrastructure to support the enforcement of the new legal frameworks.

Laws effective from February 19, 2025:

Lagos State Fire and Rescue Service Law – Establishes a modern legal framework to improve fire safety, emergency response, and rescue operations across the state.

Lagos State Law Enforcement Training Institute Law – Aims to raise the standard of law enforcement by mandating structured training and certification for officers in security and regulatory agencies.

Human Organ Harvest and Tissue Transplantation Law – Regulates organ and tissue donation, harvesting, and transplantation within Lagos, with stringent penalties for illegal activities.

Consumer Protection Agency Law – Establishes a regulatory agency responsible for safeguarding consumer rights, handling complaints, and ensuring fair business practices across all sectors.

Victim Assistance and Witness Protection Law – Provides for the protection of witnesses and support for crime victims, with the goal of encouraging cooperation with law enforcement and reducing intimidation.

Laws effective from August 4, 2025:

Local Government Administration Law, 2025 – Reforms local government operations in Lagos, clarifying roles and responsibilities, and promoting accountability and transparency at the grassroots level.

Lateef Jakande Leadership Academy Law, 2025 – Named in honour of the late former governor of Lagos State, this law establishes a structured leadership programme aimed at nurturing young professionals for future public service roles.

The Ministry of Justice urged all government departments, agencies, and the general public to take note of the commencement dates and prepare for full compliance.

“These laws reflect the state government’s deliberate and strategic approach to reforming key sectors and improving governance outcomes.

“From emergency services and consumer protection to justice delivery and leadership development, these legal frameworks are expected to have far-reaching impact across Lagos State,” Mrs Alo stated.
