FG Launches Electronic Document Management System to Digitise Agriculture Ministry, Boost Transparency and Service Delivery

The Federal Government has officially launched an Electronic Document Management System (EDMS) to improve agricultural service delivery, strengthen transparency, and preserve institutional memory within the Ministry of Agriculture and Food Security.

Minister of Agriculture and Food Security, Abubakar Kyari, explained that the EDMS was developed under the broader Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 25). The system is designed to digitise records, automate workflows, and drastically reduce reliance on paper-based processes.

“The EDMS aligns with the Federal Government’s goal of achieving 80 per cent digitalisation of government operations by the end of 2025 and a fully paperless civil service by 2030,” Kyari said. “This initiative will fundamentally transform how records are created, processed, stored, accessed, and secured, ensuring more efficient service delivery and policy continuity.”

The Minister noted that the EDMS would reduce delays associated with manual file movement, improve collaboration across departments, enhance document traceability, and strengthen audit and security controls. “For a ministry as strategic as Agriculture and Food Security, which plays a central role in livelihoods, economic diversification, and national stability, efficiency and responsiveness are non-negotiable,” he added.

Kyari urged all staff to fully integrate the system into daily operations, emphasizing that its success would depend on disciplined usage, adherence to workflows, and continuous capacity building. He also commended the Permanent Secretary, the Department of Planning and Policy Coordination, the project implementation team, and all directors and staff for their contributions.

The Minister praised the implementation consultants, Quomodo Systems, for their professionalism and technical expertise, noting that their collaboration was crucial to delivering DOC STREAM—a robust, secure, and user-friendly EDMS tailored to the Ministry’s operational needs.

Minister of State for Agriculture and Food Security, Aliyu Sabi Abdullahi, highlighted the EDMS’s impact on official records management, stating that it would improve document retrieval, reduce paper dependency, and enhance interdepartmental collaboration. “Ultimately, this system will support faster decision-making and more effective governance,” Abdullahi said.

Head of the Civil Service of the Federation, Didi Esther Walson-Jack, noted the Ministry’s pivotal role in Nigeria’s development, spanning food security, agricultural productivity, value-chain development, rural livelihoods, and national nutrition outcomes. She described the adoption of the EDMS as timely and commendable for improving service efficiency.

Permanent Secretary Dr. Marcus Ogunbiyi described the launch as a major milestone in the Ministry’s digital transformation journey. He emphasized that modern, technology-driven approaches are essential to building an agile, results-oriented public service.

The EDMS is expected to significantly improve record management, reduce bureaucracy, and enhance the Ministry’s ability to deliver timely and impactful agricultural services to Nigerians across the country.
